Alfred LaGasse

Chief Executive Officer
Photo: CEO Alfred LaGasseAlfred LaGasse has worked for the Taxicab, Limousine & Paratransit Association since 1978. Since 1979, he has served as chief staff officer with oversight for all association activities. Under his leadership, TLPA has become recognized as the premier authority on issues affecting private sector taxicab, limousine, executive sedan, airport shuttle, paratransit and non-emergency medical transportation companies.

In addition to serving as the industry spokesperson, LaGasse guides TLPA's government relations program, oversees industry legal affairs, directs TLPA's meetings and Annual Convention & Trade Show, and serves as the lead staff person for the Taxicab and the Limousine & Sedan Divisions of the association. He works with TLPA's board of directors to determine the focus of the association, develops and recommends policies and programs to the board for approval, and takes responsibility for their implementation.

As chief executive officer, LaGasse holds primary accountability for the accomplishments and fiscal integrity of the organization. During his tenure, TLPA's membership and attendance at yearly meetings has nearly tripled, the Trade Show has expanded by over 600%, and the association's annual budget has grown by over 1,000%.

Prior to joining the TLPA in 1978, he was an account executive with Executive Consultants Inc., a multiple association management firm. He is a second-generation association executive who received his degree in Business Administration from George Mason University.

Michael Nellenbach
Director of Marketing & Member Services

Michael Nellenbach is an association executive with more than 20 years of experience in marketing, communications, and member services. As a member of TLPA's senior management team, he oversees marketing and communications, publishing, Web development, and member services.

Prior to joining TLPA, Nellenbach worked for the Truckload Carriers Association (TCA), where he developed and implemented recruitment-and-retention initiatives, image campaigns, and new member benefits. Nellenbach created and executed branding strategies, positioning TCA as trucking's premier resource for education, policy analysis and image improvement. He also oversaw the member services operation.

His experience includes product development and marketing for the American Trucking Associations, where he also worked on initiatives to recruit drivers into the industry and to brand the association. For the American Society of International Law, Nellenbach promoted membership, events, publications and other resources, as well as managed the member services team.

Nellenbach earned a B.A. in Political Science from the University of Connecticut in Storrs, CT, and an M.A. in International Affairs from American University in Washington, DC. He is also a long-standing member of the American Society of Association Executives.

Diane Kleinguenther
Member Services Coordinator

Diane Kleinguenther manages the TLPA membership database, working to ensure that all members receive their benefits. She also handles advance and onsite meeting registrations.

Kleinguenther has over 18 years of database experience, and also brings to TLPA 11 years of customer service experience. She earned an A.A. degree along with several computer certifications from Montgomery College.


John Boit, Melwood Global
Boit serves TLPA as a public relations consultant and primary media contact for TLPA. All media inquiries about TLPA should be directed to him.

Paul Miller, Legislative Counsel
Miller is the senior principal of Miller/Wenhold Capitol Strategies, LLC, in Fairfax, VA. He serves as TLPA's legislative counsel on Paratransit and Contracting issues before the U.S. Congress and federal agencies.

Arthur Herold, General Counsel
Herold is a partner in the law firm of Webster, Chamberlain & Bean in Washington DC and serves as TLPA's general counsel and specialist on Independent Contractor issues.

Kathy Kolander, Meetings and Convention Consultant
Kolander serves as TLPA's liaison and primary contact with hotels and event suppliers. She plays a major role in the logistical planning and operation of our meetings and conventions.
